When you have an important point to make!
When you need to contact someone about something Very Important, call them.
I use email all the time. I still use fax sometimes. But if I need to make a point, I call them. This is an example: people trying to contact members of Congress about the proposed bail-out plan. But it holds true in any situation: a problem with a product, a churchly question, or whatever. Pick up the phone and call.
"Some constituents may get a 'try back at a later time' response if they use the House website to e-mail their lawmakers."
